Default Mercury lights

Have 2 questions around the lights on my Mercury, 12 volt.

1). Should the running lights, lights on top
of the fenders, be on when my headlights are on?
*Currently they come on when the switch is pulled half way out*

2). Where is the best place to buy a new head light for that car. My high beam is out. My light says “made in USA” on the bottom of it.

The lights on the fenders are "parking lights" and don't work with the headlights on.

7" sealed beams are still available at auto parts stores but may be halogen.

If you want 12 volt NON Halogen headlamps,
then get #6014 non halogen headlamps.
You should be able to get them at NAPA, maybe Amazon,
or most auto part stores, I would think.
