Default Lost One Emergency Brake

The passenger side Emergency Brake is not working. I removed the drum and found the drum had worn the head off the center toggle lever pin where the connecting lever connects to the two toggle links.

Everything was brand new, including the brake drums 2100 miles ago. I never heard any noise. The drum does not rub on the backing plate. There is very little distortion on the stud plates inside the drum.

My question is: Is it possible the drum just had to wear a little? I'm replacing the pin and don't know what else to do. I can buy axle shims but the drum doesn't hit the backing plate but it sure hit the center toggle pin head. Not a fan of axle shims.
