Would anybody know what this 18.9543 arm supposed to do when it sits behind the air vane on a Detroit Lube carburettor.

It performs the choke function by restraining the vanes from opening when the choke rod is pulled back on startup. Judging from the photos, it is incorrectly installed and thereby useless. At rest it should be in a vertical position, not horizontal. It is easy to overlook the need to position it correctly when attaching the upper section of carburetor to the center section.
