Thanks. I had some how missed the part in my reading that the exact engine number was stamped on the frame, so this all now makes sense. Got to head back out to the CHP and get the 9 changed to a 3. Wish I'd read better before I dragged it over the first time - although I have to say this particular VIN officer is one of the nicest guys I've interacted with in any official capacity, so I don't mind. He's the one that found the number in the first place - better eyesight than mine! lol.
Anyway, cutting a carriage bolt, rolling the welting, pulling the fender and splash plate (and light bar...) just to get at the frame number was a bit more work than I was counting on, but at least I got a number, (and birthdate) which is cool. Now if I can remember where all the shims went! lol...
