Actually it is useful for like minded people to know each other and share information.
People who want or 'need' to join will do so.

Yes, for the reason above. If it is not necessary to you, then ignore it.
It is pretty easy to follow the "splinter" or "social" groups. Go to your profile page and click on the place where it says "Join social groups". You will be allowed to pick the groups you want to join, and then follow what is going on.
