A couple washers are needed between the oil pan flange and two tabs with the slots on the splash pan to take up the "slack" under the two bolt heads on each side. Don't want the pan bolts to flatten the small lip on the pan flange and distort the flange. This lip is usually thicker than 1 washer. I have no idea what was original - thicker washers, smashed pan flange lips or more washers.
