I would take a guess and say your buddies neighbor probably bought a '55 that had the cruiser skirts on it and assumed they were original. I doubt they were available on 55's.
Like mentioned by Ole Don, I don't think they were even offered in aftermarket until '57 or so, inspired by the Mercury Turnpike cruiser.
