I'm sure there are people out there that have collected enough NOS parts to assemble an engine.
That said, I doubt Ford ever sold an un-assembled "kit" (such as all the individual parts in boxes on a pallet sold as a single catalog P/N) to build an engine. A dealer would have either purchased parts individually as needed, or a factory assembled "crate" engine for "drop-in" replacement.
