Default New Motor Overheating

OK 255 c.i. blower motor, 4" stroke, boiled block, new water pumps, electric fan, radiator is stock and hot tanked. 170* t-stats, 50/50 propylene glycol/ water mix. Trying 10* advanced right now at idle with normal to rich A/F reading. Temp goes past 210 so I shut it off after a 3 minute run around the block. Electric fan was on the entire time. Water coming out of the overflow, but I don't know if it's boiling over or just finding it's proper height. Edelbrock aluminum heads were torqued 3 times so far to 55lbs. I do have about 6 head studs leaking coolant right now so I don't know if that's a factor or not. I pulled the plugs and none look steam cleaned.
I know new motors are tight and that can cause heat until they loosen up. I'm just afraid to take it past 220 or more and end up with a bigger problem.
