Thanks everyone! I found a stretch wheel cover at PEP Boys for $5 that I will use in the interim. It was a bear to stretch on the wheel as the wheel is actually larger than recommended but it worked. Not great quality but will work for now. I appreciate everyone's thoughts and I will try to post down stream as to my final solution.
