Maybe GAZ wasn't so profit focused as Ford was in the west and so fitted the larger (and better) tyres than they did here. MANY Model A owners here run 5.25X21 tyres on their 28/9 cars. They are so much better that I don't think anybody would go back to the 4.40/4.50X21 tyres. they hold the road soooo much better. I use them on the back and they give an extra 5% roads speed for the same revs.
I think Henry didn't want to spend the extra. Every $ not spent was another $ in his pocket. That said, the speeds at which these cars were driven then were much lower than we do these days.
