If Drake happens to run out of a particular part, he needs to purchase a minimum quantity of that part, to restock his shelve's. If it's a slow moving item, that can be problematic, as stock sitting on a shelf cost's money. Bob is a business man and knows that if he needs to reorder a minimum of say 100 hubcaps and sells one a year it's just not cost effective. I'm sure he is doing his best considering this economy.
