With respect, all Model A through '38 Ford mechanical brake backing plates have provision for exterior adjustment in the form of a square-ended adjustment bolt, not just the pre-'35 versions. That yours are missing suggests that you need to pull the brake drums and find out what else is missing in order to have your brakes working effectively as designed, including their provision for adjustment.
