There is an easy way. Use the "Paint" program (if you've got Windows, you've got Paint).
1. Open the photo in Paint
2. Click on Resize (up top in the menu bar).
3. Adjust the photo size by typing in a % adjustment. You can also do this by pixels, but I find the % option more intuitive. Depending on the size of the original, I generally operate within the 20% - 40% range, but you'll soon find what works for you to generate pictures within the Ford Barn limits.
4. Save the photo with another name ("Save as" option) to make sure you don't permanently reduce your original photo to a smaller size. I usually keep the original name but add something like "(25%)" at the end of the name to show that I've modified the size.
5. Upload the smaller version of the photo via the Ford Barn process.

In the example I've documented, I started with a 417 KB photo, adjusted it to 25% of original size, and ended up with a 15 KB photo. The photo size is shown down the bottom of the Paint screen.

Don't worry that 15 KB is not 25% of 417 KB! Just find the % reduction that works for you!
