Yeah I guess restamping the frame goes too far, but most of the other methods are a bit of a stretch as well. Basically you need a bill of sale for the frame from a state that does not issue titles for old cars. Georgia comes to mind. In Massachusetts they didn't issue titles before early the 70's but someone would have to certify that they have owned it that long.
