Default Hole in Block???

I recently removed the side panel from my Town Sedan motor and discovered what looks like a hole in the side of the block from the valves area to the crankshaft fiber gear.

Hole size is about 2" X 1.5" in size. Edges are ragged. Picture is attached.

Is this normal?

Or did something at one point in time jam on the fiber gear side to knock this hole out. There was no evidence of any metal pieces, so I am assuming that any problem has been repaired. There is evidence that the engine was worked on before I got the car back in 2009. Silicone sealant used on the oil pan gasket and only silicone sealant on the side panel (no paper gasket installed)

Should I be concerned?
