Yes it idled great. I am now thinking the same thing, not enough fuel from/to the right place(s).
I just did the propane test around the base. No change. Tomorrow when I get to the shop I am gong to pull the jet and make sure the idle hole is open. This is a rebuilt that sat on the shelf in it's box for a while. No varnish and inside was clean. Other then the idle, this carb sure runs better off the line. The other one did too after you pumped the pedal and got the RPM's up some.
