Default Where do I start looking, 48 6 idle issues

Ok so I installed the new/old rebuilt carb no more dead spot when pulling away from a stop, but I can not get the idle to level out. Right now it sounds ruff like the engine has a race cam. Adjusting the needle valve does not help. Having the air cleaner on or off no real change. The only time I can see a change is if I partly cover the top of the carb with my hand then it smooths out. With the air cleaner off, can hear fuel being sucked in the engine at idle. I have checked the manifold to block connection in the past year, no leaks. Ideas?
