Bratton's sell a reproduction double venturi. If you look on the side you should see a boss where a pin was inserted to keep the venturi from rotating. Someone has probably ground the pin off to allow the single venturi to fit.
I have a similar one and had a friend drill out the old pin, make a new one, and insert it. I installed one of Bratton's double venturi's and the carburetor performs well.
