If the field wire has battery voltage all the time,the regulator is either faulty (regulator points staying closed with engine stopped) or the wire hooked to the field is coming from somewhere other than the regulator. I believe that's the only way this can happen.

Can you unhook the field wire at both the reg and the gen and check it with an ohmmeter to make sure it's the same wire?
Battery is positive ground, correct?
Generator charges properly?
