If it was a good job with powder primer, and epoxy powder, just sand it and paint it with whatever color you want. If it was just sandblasted and coated without primer and cheap styrene powder, then remove it.
I have wheels sandblasted and powder primed and then paint them to match the car (40 wagon and 40 coupe) I don't think you can spray any better primer then the baked on stuff they use.
