Without seeing specifically, I suspect you are seeing the differences between the early 1928 fender (which was used throughout all of 1928) and the revised fender that was introduced in the middle of '28 and was throughout the remainder of '28 and all of '29.

Yes it's amazing how many cars have 1 of each year front fender on them, mine included.
