You should see the gas come out. When the car runs no gas, but during startup and when shutoff it's a small river.

if the float is good.
the gasket around the float valve can sometimes leak then over filling the bowl.
you can check that buy using a glass jar tied to the top part of the carb.

also when you order your carb parts order the little gaskets that are used to shim the float valve to adjust the float level.
