Have 2 wheels like that. Drilled a 3/16 hole on the inside, tilted and rotated them till I could no longer hear anything. Got 3 oz. of rust from the edges of one & 2 1/2 from the other. Sprayed some rust killing paint in till it flowed out all over. A lot easier to balance now.
