Since this appears to have been the rule since 2014 I think it should explain the reason in the pop up message you get denying the reply, not that you may not have been granted access to the site yet. Or blocked by the administrator. A better more visible answer or reply would be nice. Maybe in a sticky at the start of the classified/wanted ads. Just my 2 cents.

Simple it is Ryan's site and after all the issues in the past with unwanted sometimes nasty relies to the wanted ads being posted, he change it to no reply only PMs or emails if the person is set up for them. It has been this way for 6 years and mostly has worked just fine.
