Same reason modern cars can be found on the ground with no wheels - someone else needed em. Hoods open as well so might have had some catastrophic issue that parts were salvaged from. Wartime noone had any gas so vehicles sat, rubber was used elsewhere for war machines and its russia so if the govt wanted it they took it.
