When you made a spacer, did you make it for the longer pushrod - so a pretty tall spacer? It will have to be exactly the right length or the pushrod will not engage and drive the pump as it should. These pump shafts don't move much (off the cam), so everything has to be the right combination of parts and the correct lengths. Off hand I can't remember the length of the longer pushrod - but is is about an inch or so longer (so your spacer will be thick).

If you had the short pushrod, then you should have had the correct parts. Did you push the fuel-pump down and feel the spring loaded action? If the pushrod happened to be at the TOP of the cam eccentric, then you'll be compressing the fuel pump mechanism (spring) as you install the pump - so it wont just drop down as you might imagine - you have to compress the spring.

You can easily just turn the crankshaft 360 degrees and this will rotate the cam eccentric 180 degrees to the other side. This should make the fuel pump easier to install.

Again, if you have the short pump push rod and that manifold, you should not need, nor can you use a spacer.
