Finally, got a proper answer out of Paypal. It's a process that's made to get you to give up. I had to edit their steps as they got it wrong.
To NOT have Paypal do a currency conversion do this:
To set up this preference, follow these steps:
- Log in to your PayPal account.
- Click the Settings icon next to "Log out".
- Click the Payments tab.
- Click "Pre-approved payments" under "Can't find what you're looking for? Try the Pre-approved payments page.Some logos provided by Clearbit"
- Click Set Available Funding Sources.
- Conversion options next to the affected card.
- Select your currency conversion preference and click Submit.
