I think it's just a preliminary adjustment and not set in stone. Reason being is that you are going to adjust the clevises from there in the final adjustment. The book makes it sound like it's a firm deal. I think one span of months of production had a fixed length rod, but they later came out with the adjustable. What would be the sense to make them one certain length (within a 16th of an inch) if you were going to adjust them anyway during the final placement of the brake rods to the levers.
