This sounds like a straightforward question that should have a straightforward answer, but '32 frame horn covers are anything but straightforward as there are six distinctly different versions of the originals.

The absence of a hole for the wiring could be explained by them being an unmatched pair in the sense of a right side cover for LHD applications and a left side cover for RHD applications. But, the presence of spot welding is a bit of a red flag.

Since there were six different ones, a photo of both the inside and outside of the area where the bumper bracket is attached would be helpful to know which of the six you have (assuming that both of what you have are otherwise mirror images on one another) for comparison purposes.
