I have used Evapo-rust with good results. https://www.evapo-rust.com/
It is not harmful to the environment nor you and will remove all the rust without touching good steel. You can buy it in bulk.

You will have wash out the tank afterwards with water and then let it dry for a few days. Then use one of the sealers available from the vendors. Or from Air Craft Spruce. https://www.aircraftspruce.com/menus...ksealants.html
