These are definitely accessory Budd wire wheels. I have a set on a 1915 Model T speedster. They were aftermarket wheels made for a variety of cars. The wheels are the same but the hubs are specific to certain brands/models. From what I can see they are for 30 x 3 1/2" tires which is the popular Model T and Overland size. They were an optional wheel for teens era, small size Overlands and many Overlands were fitted with these. Over the years, these Overland Budds have found new homes on Model Ts by modifying the hubs.
