On my 11-1930 Victoria when I sanded down to the original paint the reveals were upper body color. The rear valance was black. Original color was Elk Point and Kewanee Green. This would be right according to the MARC/MAFCA Judging Standards book. I can't explain your body color rear valance. Hopefully one of the "pros" will respond.
