The 600W designation was a carry-over from steam cylinder oil, which would have been widely available at the time. You can
still buy it now, in fact (for steam cylinders, not gearboxes). My understanding is that the controversy comes from not being certain what property was being equated when engineers were formulating "600W" transmission/differential oil.
