If you live in a cold climate then its coolant. If is running cool now (your summer) then leave it in all year round. As Scotty said, change it every few years and you'll be fine.
I'd be more concerned about the old chunks of rust detaching from the block and blocking the tubes. Get a filter like the Gano.
