I bought my welting from Joe's Antique Auto. The individual pieces took a moderate amount of rebending to fit correctly, but I've not been able to get them fitted as well as the original ones. Probably just me being impatient.
I had the side panels removed, but you shouldn't have to do so and the fenders stayed in place. I put the horn side panels in place with all the bolts in, but left loose. Mine were off the car for engine removal.
You can then carefully pry a gap between the fender and the side panel using a thin flat blade screwdriver to give enough room to slip the flap in place. I had a helper hold the welt down flush with the fender while I tightened the bolts. The headlight then went on last. If you haven't unbolted those side panels, there are 6 bolts on each side to loosen, they all have blind nuts. Here's a picture of the joint without the side panel.
