My method on 1930, 31 hub caps, and I find it easy and successful, IMHO.

I have used this method on three different vehicles.

I use an adhesive backed weather stripping that I cut a short section and attach to every other tang of the hubcap on the side of the tang that will contact the rim. I place the hubcap on the rim and lay the rim on a piece of carpet hubcap side down. I then take a screw driver or a Model A ford tire iron and bend the tabs down, then using a hammer and the screwdriver or tire iron seat the tab tight to the rim. Start on one side and then do the one on the opposite side and then move 90 degrees and repeat until the tabs with the weather stripping are bent down. Check the cap for tightness and hammer any loose tabs and you are done.
