Thanks everyone.
I have the rear lincoln brakes to use on the front. I know they won't clear the spindle exactly and may involve swapping to 41-48 spindles (as opposed to grinding).

I will likely not have brakes on the trailer, hence wanting more on the '39. My plan is to build an old channel iron single axle trailer with wide 5 wheels on it to match the Delivery.

Bruce, I'm progressing... its 1948!
