Only sure fire method is take tires off, get rid of the rust (bead blasting), get REALLY clean and powder coat. Should last forever on cars maintained like ours are. As most of us body man types have found, there is no long term solution for rust other than removal and proper top coating.

Seems there is never an easy way to do it right.
