Many years ago we had similar problems with them going over center and locking up. If you were lucky nobody got hurt. Usually one wheel locked up.

THe other thing I saw was when GENTLY applying brakes there was a very loud bang and wheel would lock for a very short time then release leaving black tire mark on pavement.

We thought it was related to how much the brake drums had been turned. The more they were turned the worse the lockup was.
