Guess that depends on your prospective, there are several engines that have horizontal oil filters. I always pre fill them. If you completely fill the filter and let it set almost all of the oil will be absorbed into the filter materal. I normally fill them several times to get the filter element saturated. Then you just tip it onto the threads and spin it on. The way I have always done it.
