Phil, take everything off and test fit a bolt into a hole. It should end up with less clearance than the combined thickness of the pressure plate and a lock washer.

The bolts may be correct but your flywheel might have been skimmed enough to make either the depth of the holes or the depth of the counterbore not deep enough.
