Sounds like your carb needle valve is not fully holding the pressure from your electric
fuel pump after you shut your engine off, allowing the gas to flow into your engine.

Replace the needle valve and seat, re-set the float, check your fuel pressure regulator
first to make sure it does not exceed 4 psi. Hope this helps.
