Is the bearing staked on the spindle after the bearing was slid on ? Can you see the stake marks ? If so, I would think a dremel or file would work. Also see if you can drive a chisel behind the bearing to push it forward on the spindle.
If that doesn't work then remove the rollers and cage. An acetylene torch can be used to heat a a red hot spot on the race and take 2 ball peen hammers and whack the race on the hot spot to expand the race. [ the ball of one hammer on the hot spot them whack that hammer with the second one.
A grinder can also be used to split the race.
