I have always taken them out the top. Pull the exhaust manifold and the toe board, Remove column drop screws and wiring .Pull the brake linkage. Wrap the column in cordboard. Let the brake pedal come fully up and back. It will take twitching and turning but will come out.
The wheel is not tapped for pulling. Take the horn rod out as mentioned and remove the wheel nut.
Get a large bearing seperator from Harbour Freight and a large two jaw puller if you don't have one. Put the seperator under the wheel with rags for cushioning and pull using the puller. Put the nut back on flush with the shaft and put a 3/8 bolt in the shaft for the puller to push on. Crank away.

PS, The wheel can not be pulled off by hand. Hitting the shaft only screws up the threads and damages the steering box.
