I assume, there is that word again, that the Chev rear brakes had a provision for an emergency brake at one time. I would try to adapt the truck cables to activate that linkage.
If there is no provision in the rear brakes for an emergency brake, you can add a driveline brake, either drum or disc, at the output of the trans or input at the rear axle. I have mostly seen drum brakes used on the transmission output shaft.
