A shroud on a fan in front of the radiator won't work, just blocks more air. My solution on a '38 with an 8BA was a Cooling Component fan with a shroud in the rear of the radiator. Your '36 should have similar clearance. It only takes 2 7/8" clearance. Mine was tight, but it is in there. We have 95-100 degree days in the summer here, too, and the fan keeps it between 180-195 degrees. It is controlled by a thermo switch that turns it on at 195 degrees.
All electric fans are not equal. Unless it pulls ~2500 CFM, and mounted in the rear of the radiator, it probably isn't sufficient.
