9 times out of 10, a resonant vibration at a certain rpm is tire related. A tire can be in balance and still cause problems. I check them by rolling them off the car to insure they roll true. When you find one that flops over after rolling a few feet then you know you found the problem. Tires take a beating. they get flat spots from setting too much. They can have an almost unnoticeable ply separation that will show up with problems like this.

Most towns used to have at least one shop that had a dynamic rotational balance machine that rotates the whole wheel, hub, & brake drum or rotor on the car to get it all working together. The machines are still available but are expensive. You see them more at front end shops than at tire shops.
