I don't honestly know. I think my LaSalle might be original issue as it "looks" like it is although it runs real nice.
Bill's '39 is rebuilt and has always had that issue if I understand him correctly. Right now he has a blown head gasket and cannot get the head off so it isn't TOO recently rebuilt.
I thought 15 head bolts was a lot (Model T) but that head on his '39 has 25 or more!
I had a bad voltage regulator which I replaced on the LaSalle so today is a test run. It should not have made any difference in the slow turning of the engine but testing it yesterday in the barn the darned car refused to duplicate the slow turning over issue.
Who knows.... I learn something new every day with these old cars but then with my memory I get to meet new people every day to!
