I see this alot on modern cars to that just drives 10min to the mall and back.
The 8BA road draft tube crankcase ventilation system was a big improvement over older flatheads, but was still ineffective at low speeds and worthless sitting in the driveway "warming up"!
You need a good run at 50-60 MPH (or more) to get airflow past the end of the tube to pull crankcase fumes out while drawing fresh air in through the breather cap on the intake manifold. That's why it was called a "road draft tube"; you needed to go fast enough to get a "draft" going at the end of the tube.
This is just one reason a PCV system is so much better. It ventilates the crankcase even idling in the driveway!
